NPPA withdraws the ceiling price of Vitamin A Oral liquid

NPPA withdraws the ceiling price of Vitamin A Oral liquid
New Delhi: Through a recent notice, National Pharmaceutical Pricing Authority(NPPA) has decided to withdraw the ceiling price of Vitamin A Oral liquid 10000IU/ml in light of the fact that many suppliers are not willing to supply within the price that was earlier notified by the NPPA.

It is reported that based on the procurement prices of Government procurement agencies, in the absence of the relevant market-based data in the Pharmatrac report of AIOCD-AWACS, the ceiling prices were revised on the basis of WPI vide SO 1461(E) dated 2.4.2018.

However, many states agencies including those of Karnataka, West Bengal, Rajasthan, Assam and Bihar have stated that the agencies are not able to procure citing the inability to supply within the earlier ceiling price notified by NPPA.

Some of the states have stated that no supplier has participated in the tender for procurement of the said formulation.

The NPPA noted that the said formulation is the health programme of the government and the procurement is being done by competitive bidding. Some state has the practice to mark the product as
“Government supply and not for sale”
and like a label on the packs of the medicine.

The Joint Secretary in the Ministry of Health and Family called a meeting on dated 28-09-2018 whereby the representation made by state agencies stating the difficulties observed in the procurement of the said Medicine was discussed.

The NPPA noted that under the DPCO 2013, the market-based data like PTR and MAT for retail sale is required. Whereas the said market-based data is not available, as the product is not available for sale in the retail market as per report of AIOCD AWACS.

Hence post the meeting, the price regulator decided that ceiling price may be fixed/revised under para 19 of the DPCO 2013 considering the difficulties observed by the state agencies for procurement decided to withdraw the ceiling price in respect of Vitamin A Oral liquid 10000IU/ml.

Hence the National Pharmaceutical Pricing Authority (hereinafter referred as NPPA) has now withdraws the ceiling price, with effect from the date of this notification, to the extent it belongs to the following formulation- Vitamin A Oral liquid 10000IU/ml

All the other ceiling prices and notes shall continue to be operated unless specifically amended/revised, the announcement added
